Can we see a 25% drop in the mining difficulty this year between retargets?

Decision Logic

As reported by https://bitcoinwisdom.com/bitcoin/difficulty or any reference QT client. If the difficulty between a retarget time drops by 10% or more from its previous level, this bet resolves as Yes.
