By consensus from various news sources, did the bitcoin network raise the block cap from 1MB to any higher amount by May 1st, 2016?

Decision Logic

Yes if either Bitcoin Core adopts a larger block size on or before May 1st, 2016 or an alternative hard fork that has the majority of SHA-256 hashrate relative to the current hashrate on the Bitcoin network. If neither has occurred, then No.

Better, but what do you mean by 'alternative hard fork that has the majority of SHA-256 hashrate'? Majority relative to the current bitcoin network I assume? Please see the updated decision logic.

Please specify more explicit outcome determination. When you say 'Bitcoin network', you are referring to Bitcoin core? What if there's the classic hard fork before then?
