Decision Logic
We will use https://www.coingecko.com/en/price_charts/ethereum/btc "Ethereum (ETH/BTC) 14 Days Price Chart" and compare the value from May 15 to the value on May 21. If the value is lower on the later date it means Bitcoin has performed better and Bitcoin wins the bet. If value goes up Ethereum wins.
