Will the source code to run federated sidechains be released by 2015-09-01?

Federated sidechains as defined by http://www.blockstream.com/sidechains.pdf

A centralized version which requires Blockstream's participation or permission does not count as "released"; releasing 99% of the code minus one required server-side ingredient does not count as "released". An additional week after the betting deadline is allowed for testers to verify that the code does in fact work.

We had a pretty good look at the [seemingly] only fed-chain project (Elements). Although it shows promise, it does not meet the decision criteria of a 'working example' or 'clear consensus'. That is, it's in alpha form and not designed to be 'working' quite yet, more so a development environment and building block to actual working examples. More importantly, we couldn't find any clear consensus that this thing works as fed chains are supposed to.

I notice that I'm the only one betting Yes, even though Sidechain Elements was announced on 2015-06-8 and the source is available on GitHub: https://blockstream.com/2015/06/08/714/ https://github.com/ElementsProject/elements/ Am I missing something? If anyone disagrees that Elements counts as a federated sidechain per the terms above, would you please explain?
