Description
BTC-E.com (BTC-E.nz) is a big cruptocyrrency exchange. It's offline since JUL/25 11:00 (UTC). At btc-e twitter account support posts that it's only a technical problems but some users decide that there is a scam (exchange stole their money).
Decision Logic
IF BTC-e site will be on-line and function properly before AUG/3/2017 with correct balances then proposal will outcome as technical problems,
otherwise the solution will be scam.
