Russia will impose capital controls similar to Cyprus

In 2013, those with bank deposits in Cyprus lost some of their money via a deposit levy/"haircut" of funds held within Cyprian financial institutions. With the Rouble falling steeply, can we see the same situation within Russia on USD OR RUB backed deposits?

If at any point in 2015 the Russian government or other overarching financial governing body takes any sort of a deposit levy or 'haircut' of funds held in public banks of Russia by either its citizens or foreigners, this bet will resolve as "Yes"
