Segwit was Dead On Arrival

This bet resolves as NO if, strictly before July 2017, in any Bitcoin mainnet constant difficulty period of 2016 blocks, the number signalling SegWit support reaches or exceeds 1210 (60% support).
Otherwise SegWit never attains even 60% miner support and this bet resolves as YES.

https://bitcoincore.org/en/segwit_adoption/ gives an indication of support levels. Should the outcome of the bet be in dispute it will be resolved by counting the number of blocks in a difficulty period whose version contains SegWits BIP 9 version bit, which is bit 1.
If a difficulty period achieves 50% support (1008 blocks or more), then any bets placed after the timestamp of the block beginning the subsequent difficulty period shall be deleted and refunded no matter what the outcome of the bet is.
