Tether's Value to Dump by End of 2019

The stablecoin Tether and the exchange Bitfinex have been controversial as of late. Many people do not trust them:

Tether's peg has already been slightly shaken. Will it pull loose entirely?

This proposition resolves YES if the aggregate USD price of Tether drops to $0.65 or below at any point before Nov 2nd, 2019. The proposition is therefore subject to early resolution if this happens.

This proposition resolves NO if the price of Tether does not drop to $0.65 or below at any point before Nov 2nd, 2019.

The price will be taken from the "USD" price and chart listed on the following coinmarketcap.com page ( https://coinmarketcap.com/currencies/tether/ ). If this source becomes unavailable prior to the resolution of this proposition, another reputable source will be chosen at the sole discretion of the proposition host (garbagebaby).
