Options:
1. Government shutdown 3+ days - remains shutdown past midnight on Tuesday, February 19.
2. National Emergency no shutdown - government never shutdowns and Trump declares a National Emergency by the outcome date/time.
3. Funding bill with border wall - congress agrees to border wall money (any amount), money for border security (not a wall/steel/etc) is not border wall money.
4. Trump abandons border wall - Trump signs funding bill without border wall money and does not declare a National Emergency by the outcome date/time.
5. Shutdown - National Emergency - there's a shutdown for less than 3 full days and Trump declares a National Emergency by the outcome date/time.
#3 and 4 a shutdown is possible if less than 3 full days.
