Description

On 17-June an attacker managed to find a flaw in the deployed smart-contract code of Slock.it's DAO (Decentralised Autonomous Organisation) stealing millions of dollars. A hard fork have been proposed and its up to the majority of the Ethereum miners to accept or reject this proposal. The community is divided. If the hard fork is enforced the attacker gets nothing and all DAO investors get their money back but at the expense of Ethereum's reputation by not maintaining decentralised principles.

Decision Logic

If the Ethereum network hard forks before the outcome date the bet will resolve to YES. Any soft forks will be disregarded.

Repeating and adding emphasis: "What authority will be consulted to determine AT WHAT POINT IN TIME the hard fork is complete?"

Releasing software does not guarantee a fork. Like the soft fork software released but was not adopted by the miners. In my somewhat limited knowledge a hard-fork happens when there is a longer chain where new rules are implemented and blocks solved still implementing the old version gets rejected. To verify this should be a fairly trivial task by looking at the block-chain(s) of the different versions. Anyone else please feel free to elaborate if you have more technical knowledge.

Suppose the hard fork software upgrade has been announced, and we are waiting for miners to upgrade. What authority will be consulted to determine at what point in time the hard fork is complete?

In the future, a more general determination criteria would be better. Eg: "If Ethereum has a hard fork within the 30 days". You do not need to specify why. What if Ethereum hard forks but it's not clear if the investors get their money back? You should report an edit to your bet so we can make the logic more clear.
