Decision Logic
Snowden must be extradited from Russia and arrive in the United States and into awaiting US Government authorities' possession. If he is indeed handed over then the bet resolves as "Yes." If he remains in Russia and is not extradited/handed over then the bet resolves as "No." Official news source confirms: NYT, NBC, CNN. Early resolution is possible.
