Description

The Winklevoss twins filed with the Securities and Exchange Commission (SEC) to offer a Bitcoin exchange-traded fund (ETF) on the BATS exchange.

There is a deadline and the SEC must make a decision by March 11th, 2017.

Edit: If the decision is made up to one week after 11th March, that decision will apply when resolving this bet. There is a chance the decision will be made on the Monday 13th, rather than Saturday 11th.

Decision Logic

The SEC has to make a ruling by end of March 11.
They will either approve (YES) or decline (NO) the proposed rule change.
Payout will happen after the SEC announces a formal decision and publishes it on their website.
If decision is delayed by over 1 week for some reason this bet is refunded.
Bet closes early if decision is made or leaked early. Late bets void and refunded.

They should make a "Stop Bet" button on the backend, for situations like this, where the bet ends early.

ETF was declined at 9pm UTC! Bet Closed at 9pm UTC and all bets made after starting from 'sri lanka' are refunded. Hopefully mod's take the 3% from their bets before refunding, it was clear after timing would not be accepted.

They have announced that they "...have nothing to say about Bitcoin." That sounds like a default approval. :)
