Will the United States of America declare war with North Korea within one year?

There are two options here. Either the USA will be or will not be at war with North Korea in one year from today. 10/10/17. The deciding criteria will be if the US government openly declares war with North Korea. This can be determined through any multiple major news networks all reporting the same thing with verification from the White House itself.
