Will Washington DC Become A US State

Will Congress (House and Senate) pass legislation to make Washington DC a State prior to April 1st?

If Washington DC becomes a new State or sufficient legislation is passed in both the House and Senate to make DC a state prior to April 1st (the Outcome Date as set herein), then "Yes" will win (if legislation is passed as stated, then "Yes" will win regardless of pending Executive approval or pending litigation in the courts).

If Washington DC does not become a new State and sufficient legislation is not passed in both the House and Senate to make DC a state prior to April 1st, then "No" will win. If DC is given back to Maryland and Virginia or any other scenario that does not involve the create of a new State, then "No" will win.
