Will Winklevoss Bitcoin ETF be accepted by SEC in 2016?

Will the Winklevoss Bitcoin ETF finally officially be accepted by the SEC in 2016? The SEC has yet to rule in favor of accepting or declining the Bitcoin ETF. Will it occur before the year ends?

The ETF must be accepted by December 31, 2016. Outcome could be determined sooner if the official word is announced. Then betting will be over.
