Looking at this again your correct and the outcome and settlement date are off by a wide margin it looks like the summary is released in may the detailed breakdown of costs is given in September which is where I based the physical year, 2013 is settled so the next report is due in May 2015 while the Fiscal Report for 2014 began on October 1, 2013 and ends on September 30, 2014 a bit complicated I'll request to remake this bet thanks for pointing it out.

I used fiscal year 2014 to refer to the year of settlement This is based on the 2013 report due around this period in time.

From the second link Sirlanka the Reports of the Secretary-General on objective information on military matters, including transparency of military expenditures section always comes out around mid September the number they use in the country profile comes from that report. This bet would be the fiscal year 2013 but the report is presented September 2014 for the previous year.
