This bet will settle if talks are agreed upon with Ukraine and Russia 'to end the war' and there is a general cessation of hostilities. (Rebel offshoots continuing to fight would not invalidate this bet as they must constitute a nation-state, they also cannot make a new nation-state and be counted for this bet, this is limited to the scope of the existing countries Ukraine and Russia)

This bet does not include annexed disputed territories carried forward from 2014 (Crimea) and focuses on peace talks since this war has started.
