Will the highest number of transactions per block at any point hit ABOVE 650 by February 2015?

Decision Logic

Per https://blockchain.info/charts
If at any point before the end of this bet the highest number of transactions in a block hits above 650, this bet resolves as YES.
If it stays AT or BELOW 650 for the duration of this bet, it will resolve as NO.

I'll join you on this - my thinking is that bitcoin is moving into off-chain tx's and considering the new fee hike, I feel good about this.
