Decision Logic
If https://coinmarketcap.com/currencies/paycoin2/ shows a greater than $15 value on at least 2 exchanges with at least $10,000 in volume on February 1, 2015, this is true.
If not, this is false.
If coinmarketcap removes paycoin from their site, this is also false. If paycoin is shut down, this bet resolves as 'No'.
