YES - The bitcoin price will be within the range +-$20 in a week.
NO - The bitcoin price will have varied more than that.
Decision Logic
According to https://bitcoinaverage.com/#USD, currently the price is $378.78.
If in exactly a week (2/16/16 at 11:00 pm ET) the price is $358.78 or more but less or equal to $398.78, the bet will result YES. If its out of that range, the bet will resolve in NO.
