Will the market value of 1 Bitcoin (BTC) go under $4,000 USD before noon (CET) on October 31st, 2017?

Decision Logic

For price verification we use Coinbase. Early resolution possible. If bitcoin goes under $4,000 USD on Coinbase all bets placed 24 hours before price resolution will be refunded. "Yes" - bitcoin goes under $4,000 at any point. "No" - bitcoin does not go below $4,000.
