Will Brazil's ex-president be truly arrested in 2017? Or will he be able to evade prison even with multiple charges of corruption?
He will likely face charges in 2017 not only from the Brazilian justice system but from other countries as well, most likely the USA, will they then have the guts to arrest him even though they did not arrest Hillary?

Should any major news outlet such as CNN, Fox News, Washington Post or similar report the arrest of Brazil's ex-president LULA the bet will resolve as an early YES.
