Will Illinois designate Obama's birthday (August 4th) a state holiday?

Legislation shall be enacted by the State of Illinois, prior to the end of 2017, amending the State Commemorative Dates Act with the effect of either applying a commemorative designation to August 4th of each year, with such designation including the name "Obama", or rendering that date a legal holiday in commemoration of President Barack Obama or his date of birth

Enactment refers to gubernatorial signature of passed legislation, legislative override of a gubernatorial veto, or other means by which qualifying legislation becomes public law.
