Description

Will Obama fulfill his promise and close Guantanamo Bay Prison in Cuba before his last day in office? His term officially ends January 20, 2017.

Decision Logic

If the prison is shut down, meaning all prisoners are either released or transferred on or before January 20, 2017, then the bet will resolve as a "yes." If there are still prisoners located at GITMO prison and it is not officially closed then the bet will resolve as "no."

The decision logic is unclear as to what happens if the GITMO prison is officially announced as shut down, but prisoners remain within Guantanamo Bay in some other facility now called by some other name. This would obviously be a gimmick but it would let Obama claim he had kept his promise.
