Will Puerto Rico become the 51st US State?

Will Puerto Rico be officially granted statehood by the US Government/Congress to become the 51st state?

If the US Government/Congress officially votes and approves of Puerto Rico's statehood to become 51st state then the bet resolves as "yes." If the US Government/Congress does not approve of Puerto Rico's statehood to become 51st state (or takes no action at all) then the bet resolves as "no."
If Congress does indeed vote on statehood, bets one week before Congress votes will be refunded. Early resolution is possible. Bet runs for a full year.
