Description

Signalling for Segwit starts on November 15th 2016, will it lock-in at any time in 2017? (Until Dec 31 '17 23:59 GMT)

Decision Logic

Miners signal for segwit in their blocks, 95% of blocks signalling for segwit in any single difficulty period (2016 blocks) will 'lock-in' and start segwit enforcement two weeks after that.

If lock-in occurs at any time before Dec 31 '17 23:59 GMT this proposition settles as YES.
If lock-in has not occured by Dec 31 '17 23:59 GMT this bet settles as NO.

The resolution date of this bet is in December 2016, it needs to be changed to December 2017.
