Decision Logic

If during 2017 Edward Snowden is granted any sort of pardon (written or verbal) or clemency by President Trump then the bet resolves as a "Yes." If Snowden is not granted a pardon then the bet resolves as "No." Early resolution is possible. Betting deadline is Nov 13, 2017. Reputable news source such as NYT/NBC/CNN confirms.
